According to the proposal, the conflict will end immediately if both sides accept the plan. Within 72 hours of Israel’s public acceptance, all Israeli captives, dead or alive, will be released. In exchange, Israel will free 250 Palestinians serving life sentences and 1,700 Gazans detained after Hamas’ attack on October 7, 2023.
The plan also includes pardons or safe passage to third countries for Hamas members who agree to disarm and commit to peaceful coexistence. Relief goods will be delivered to Gaza immediately, the proposal says.
“Today is a historic day for peace. Prime Minister Netanyahu and I have just concluded an important meeting on many vital issues, including Iran, trade, the expansion of the Abraham Accords, and most importantly, we discussed how to end the war in Gaza, but it’s just a part of the bigger picture, which is peace in the Middle East, and let’s call it eternal peace in the Middle East," Trump said.
"This afternoon, after extensive consultation with our friends and partners throughout the region, I’m formally releasing our Principles for Peace, which people have really liked, I must say. And these are done, not just routinely done, these are done in total consideration and working with the nations that we’re talking about, or if these nations have made contributions to those suggestions. I want to thank the leaders of many Arab and Muslim nations for their tremendous support in developing the proposal, along with many of our allies in Europe,” Trump added.
Under the plan, Gaza will be governed by a temporary transitional committee made up of qualified Palestinians and international experts. The United States will facilitate dialogue between Israel and the Palestinians to agree on a long-term political framework for peaceful coexistence.
Netanyahu has agreed to the proposal, and Qatari and Egyptian mediators have relayed the proposal to Hamas.
The foreign ministers of Saudi Arabia, Jordan, the UAE, Indonesia, Pakistan, Turkey, Qatar, and Egypt have issued a joint statement welcoming the US initiative and pledging to work with Washington on its implementation.
The Palestinian Authority has also endorsed the plan, saying it will cooperate with the US and regional partners toward a comprehensive settlement.
French President Emmanuel Macron and British Prime Minister Keir Starmer voiced support for Washington’s efforts, praising the focus on ending hostilities in Gaza and freeing hostages.
