Prime Minister Chinh on Friday chaired a conference to disseminate the direction of the Party Politburo, Secretariat, and General Secretary To Lam on key tasks to implement the two-level local government model.
The Prime Minister requested that the ministers and heads of sectors direct the review and promptly issue documents related to decentralization, delegation of authority, and assignment of authority. He stressed the need to provide guidance on administrative procedures, forms, and records to ensure that the two-tier local government operates smoothly.
“By June 30, 2025, 100% of administrative procedures under the jurisdiction of ministries, sectors and localities will be integrated in the administrative procedure settlement information systems at the ministerial and provincial levels. 100% of the ministerial and provincial system will be integrated in the National Public Service Portal. 100% of ministries, sectors and localities will upgrade and configure information systems to meet the requirements of administrative unit arrangement and implementation of the two-tier local government model.”
There must be no legal gaps or overlaps, Prime Minister Chinh said and requested that ministers, heads of sectors, and chairpersons of provincial People's Committees direct the completion of tasks according to their functions, tasks, and progress, so that the new local government model will officially operate from July 1, 2025.
