Under the new model, Vietnam now has 34 provinces and centrally-run cities, 3,321 commune-level administrative units, and nearly 1.5 million officials and civil servants. The implementation of the two-tier local government model is an important step in the roadmap for administrative reform, streamlining the government apparatus, and promoting the application of information technology in state management. It also aims to streamline the apparatus, toward building an effective, friendly, and citizen-oriented e-government.
The entire online administrative procedure system will operate uniformly through the National Public Service Portal at dichvucong.gov.vn.
Chairing a meeting in Hanoi on Monday with ministries, sectors, and localities to review the progress of implementing interconnected and synchronized digital transformation solutions in preparation for the effective and seamless implementation of the two-tier local government model, Deputy Prime Minister Nguyen Chi Dung said: “It’s necessary to maintain the community digital technology groups, quick response support teams, and hands-on guidance units to help resolve public concerns at the grassroots level."
He underlined that digital transformation training should focus on specific systems and new procedures. It’s important to promptly review and resolve shortcomings in the information systems to ensure effective service.
