The state of emergency was imposed in 2015 after a terrorist attack left dozens dead, including security personnel. It allows the banning of strikes and meetings likely to provoke disorder and measures to ensure control of the press. It also allows the interior ministry to place under house arrest anyone whose activities it deems a danger to national security or public order.

The Finnish Security Intelligence Service (SUPO) has raised its threat level, saying it has become aware of new and serious terrorism plans targeting Finland. SUPO said the threat is posed by individuals who left Finland to join the Islamic State and who have gained significant positions within IS.
