Nguyen Manh Cuong, Director of the provincial Culture and Sports Department, said  the festival is in response to Vietnam Cultural Heritage Day, November 23, and is expected to become a culture and tourism brand of Ninh Binh.

“Over the years, Ninh Binh province has organized various activities to turn Ninh Binh's tourism into a spearhead economic sector. With the desire to preserve and promote the values of cultural heritages, we hope the success of the first festival of this kind will create a momentum for Ninh Binh to continue to organize similar events and make the festival a cultural brand of Ninh Binh and Vietnam as well.”

The festival will also see the participation of the art troupe of Laos’ Oudomxay Province and 71 beauty queens who represent 71 countries and territories to perform in the carnival festival and the opening ceremony.
