The shelters called Sun Rise houses were created by the Action to the Community Development Center (ACDC) with the support of the United States Agency for International Development (USAID).

As of December 2023, ACDC has put three Sun Rise houses into operation nationwide. They provide essential services to victims of gender-based violence, including counseling and temporary rooms that are fully suitable to people with disabilities, from handicap walkways to toilets and household items.
