The agreement was signed by Abdel Fattah Al-Burhan, commander of the Sudanese Army, Mohamed Hamdan Dagalo, commander of the Rapid Support Forces, and representatives of the Forces of the Freedom and Change Alliance, other political organizations, workers' unions, and social organizations.

The agreement establishes a constitutional framework to govern the transitional period, and provides for the formation of a civilian-led government and a council to run national security and defense affairs.

The US and its allies hailed the deal and called on all parties to complete negotiations on establishing a civilian-led government.

The UAE, Norway, Saudi Arabia, the UK and the US, issued a joint statement saying this is the key to unlocking the resumption of international development assistance and closer cooperation between the government of Sudan and international partners.
