Park said Pyongyang must show sincerity in seeking constructive dialogue and that if North Korea accepted her proposals on high-level meetings and dialogues, it would bring good results.
Pyongyang has refused to hold talks with Seoul twice and Park said she had not planned to meet with North Korean officials in New York. North Korea will send its foreign minister, Ri Su Yong, to the UN General Assembly session—the highest ranking North Korean official to attend in 15 years.
