Lavrov insisted that Russia’s response was measured and merely followed Western sanctions. He said the West imposed sanctions on Russian officials when they approved decisions on Russia’s emergency issues, including the merger of Crimea into Russia as the aspiration of Crimea’s people. Lavrov said the Russian sanctions list included those persons who had actively supported a coup in Ukraine to topple President Viktor Yanukovych.
