Heads of ASEAN delegations agreed on an action plan, agenda, and documents to submit to the ASEAN Coordinating Council for approval before they will be adopted at the 26^th ASEAN Summit.

Participants discussed the progress made towards establishing the ASEAN Community by end of 2015 and the ASEAN Community's post-2015 vision as well as ways to improve the bloc’s apparatus and operation, its relations with partners, and ASEAN’s central role in the region. ASEAN members agreed on the need to strengthen cooperation and the organization’s role in handling challenges of parties concerned in the East Sea and building the Code of Conduct in the East Sea.
