Romania said Mr. Rogozin is on an EU sanctions list. Deputy PM Rogozin was flying to Moldova with more than 160 passengers on board for a meeting with President Igor Dodon. The plane had to land in the Belarusian capital of Minsk because it was running out of fuel. Russia demanded an explanation from Romania, saying the incident was a deliberate provocation, which will seriously damage bilateral relations.
