Major-General Konashenkov said: “No Russian missile systems including ‘Buk’ have ever crossed the Russian-Ukrainian border. Russia made this announcement following the incident on July 17th, 2014.”

The Russian Ministry of Foreign Affairs rejected all the findings and said Russia was not allowed to contribute to the international investigation of the accident, which killed all 298 passengers and crew members on board.

Leaders of the pro-independence insurgents in estern Ukraine also denied the Netherlands’ findings, which accused the insurgents of downing the jet using a Russian missile launcher, fired from an area under their control.  Eduard Basurin, Deputy Defense Minister of the self-proclaimed Donetsk People’s Republic's (DPR), said they did not have this weapon.

In the Netherlands, the international investigation team claimed that the Buk missile launcher was transported into East Ukraine from Russia and was taken back to Russia after the incident.
