Churkin wrote in a letter to UN Chief Ban Ki-moon that analysis of chemical components from explosives recovered from Islamic State liberated areas of Iraq's Tikrit and the Syrian city of Kobani, and reviews of conditions for selling the components, indicate that they were either manufactured in Turkey or delivered to Turkey without the right of re-export. Churkin accused 5 companies of delivering to IS chemical substances produced by various Turkish and foreign companies to make explosives. Churkin also said that the Turkish authorities are involved in IS activities by providing access to components for bombs that are being widely used to commit terrorist acts.

The Turkish Foreign Ministry rejected the claims, calling the letter "the most recent example of Russia's propaganda campaign against Turkey."
