Chairman Man told a National Assembly discussion that the ongoing 9th session of the 15th National Assembly will pass the resolution amending the 2013 Constitution before June 30 so that it will take effect on July 1, 2025.
After that, there will be about one and a half months to complete the arrangement and merger of the local government apparatus at the commune level, conduct Party Congresses at all levels towards the 14th National Party Congress and elect deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, he added.
Public opinions’s summary will be done in five days, Mr.Man said, adding that the Government and the Vietnam Fatherland Front will undertake this task.
Vietnam is streamlining its state apparatus and organizing a two-tier local government. In order to establish a legal foundation for the restructured system, amending the Constitution has become a top priority that must be done expeditiously.
