(VOVworld)- The draft laws on receiving citizens, plant protection and quarantine were high on the agenda of the National Assembly’s meeting today/Friday. The deputies stressed the importance of the leaders of all agencies in receiving citizens and citizens’ rights and responsibilities in petition. They said it was necessary to clearly stipulate the responsibilities of agencies, organizations and individuals with regard to receiving citizens as well as considering the appropriate venues for this work. Do Thi Hoang, a deputy from Quang Ninh province, says: “The draft law stipulates that management agencies listen and understand citizens’ opinions but that they are not responsible for dealing with them. I think the law should also stipulate the responsibility of dealing with people’s petitions. If the National Assembly deputies are not authorized to solve citizens’ problems, they should supervise how the problems are dealt with by the authorities and then inform citizens of the results. It’s also necessary to record the number of meetings between leaders and citizens to clarify how they deal with these petition”.
With regard to the Law on Plant Protection and Quarantine, the deputies said that the law needed to stipulate who had the authority to declare epidemics within the relevant agencies and clarify the necessary criteria for declaring an epidemic.
In the morning, deputies heard from the National Assembly’s Standing Committee regarding the Law on Conciliation.
