The Vietnamese leader was welcomed at Ivato international airport by Madagascar’s Prime Minister Olivier Mahafaly Solonandrasana, Vietnam's Honorary Consul General in Madagascar Eric Nazaraly, representatives from the summit’s organising board, Deputy Foreign Minister Ha Kim Ngoc, Head of the Vietnam delegation to UNESCO Le Hong Phan, and Vietnam’s Ambassador to Mozambique and Madagascar Nguyen Van Trung.

Being a member of the Francophone Community, Vietnam has been able to expand its relations with many African countries and continue its policy of diversification and multilateralization of foreign relations and being proactive in the international integration process for peace, development, and prosperity in the world.
