The provision gives couples and individuals the right to decide when to have children, how many to have, and how far apart.

Mr. Jackson said this demonstrates a new way of thinking in policymaking—shifting from controlling the population to focusing on people’s rights. It reflects Vietnam’s goal of a fair, sustainable society where everyone can plan their lives with full support from the State. 

He said Vietnam is making considerable achievements in population policy, particularly in enabling everyone to take control of their own reproductive health and bodily autonomy.

"As Vietnam navigates demographic changes such as low fertility and population aging like many other countries, it’s more important than ever to continue advancing rights-based policies, ensuring that every person is able to make informed and voluntary reproductive choices free from pressure, stigma and discrimination," he said, adding that reproductive freedom means ensuring rights and choices for everyone, everywhere.

Mr. Jackson said the UNFPA recognizes Vietnam’s recent efforts in population policy, including sexual and reproductive health and improving life expectancy.
