(VOVWORLD) - Prime Minister Pham Minh Chinh has underscored the vital mission and heavy responsibilities of the justice sector in raising awareness and translating commitment into action in institutional and legal development.

The PM was speaking at the National Conference reviewing judicial work in 2025 and in the 2021–2025 term, setting orientations for 2026–2030, and outlining key tasks for 2026.

PM Chinh said:  Building legal institutions is a resource, a driving force, and a development goal and investment in institutional and legal development is investment in development itself. Institutional and legal frameworks must place people and businesses at the center, as both are the masters, they should be involved in the process and comply strictly with the law. We need to turn institutions and laws into a source of national competitiveness, transforming “bottlenecks” and “constraints” into competitive advantages."

The Prime Minister also urged accelerated, comprehensive digital transformation, with broader application of information technology, artificial intelligence, and big data in the justice sector, particularly in drafting, promulgating, and enforcing legal documents.

Priority should be given to developing high-quality judicial human resources with strong ethics, political integrity, deep professional expertise, knowledge of international law, and technological proficiency, said the PM.
