In his address, Prime Minister Pham Minh Chinh said the Central Highlands holds a particularly important strategic position in terms of economics, politics, national security and defense, and the ecological environment. To fully leverage the region's role, potential, and advantages, enhance local cultural identity, and improve people's life, the Prime Minister called on ministries, sectors, and local authorities to ensure security and order considering it a critical, urgent, permanent, and long-term task.

The Prime Minister highlighted that security and order could only be ensured by improving the material and spiritual life of the people and leaving no one behind.
Chinh urged a strong focus on the effective implementation of national target programs and projects on resettlement, boosting socio-economic development of ethnic minority and mountain areas, addressing issues related to residential and production land, creating livelihoods, and providing job support and career transitions for ethnic minorities.
Prime Minister Chinh also underscored the need to promote a more substantial and effective mass movement to protect national security, while simultaneously improving state management in security, order, border control, and the prevention of illegal entry and exit.
He called for enhanced international cooperation in combating crime and addressing non-traditional security threats, thereby solidifying the nation’s security from afar, beyond its territorial borders.
