At the talks, Premier Li emphasized that China always considers Vietnam a priority in its neighborhood diplomacy and supports Vietnam in successfully carrying out national industrialization and modernization and elevating its international role.
The two sides agreed to the effective implementation of the Vietnam-China Joint Declaration on continuing to deepen and elevate the Comprehensive Strategic Cooperative Partnership, building a Community with a Shared Future that carries strategic significance, maintain exchanges and contacts at high levels and at all levels, and expand cooperation in diplomacy, defense, and security.
They pledged to build a land border of peace, stability, cooperation and development, well control differences, maintain peace and stability at sea, and strengthen coordination in global and regional forums.
Prime Minister Chinh said the two sides need to be determined to effectively implement common awareness and high-level agreements and boost strategic connections. He suggested that both accelerate transport infrastructure connection, especially study the construction of standard gauge railways between Lao Cai, Hanoi, and Hai Phong, between Lang Son and Hanoi, and between Mong Cai, Ha Long, and Hai Phong at the right time.
He also urged the signing the Protocol soon, completing market opening procedures for Vietnamese frozen durian and fresh coconut, creating conditions for the early establishment of Vietnam Trade Promotion Offices in Chengdu (Sichuan), Haikou (Hainan), and Nanjing (Jiangsu), plus studying the construction of smart border gates.
Prime Minister Chinh proposed that the two sides develop a plan and roadmap for the official operation of the Ban Gioc (Vietnam)-Detian (China) Waterfall Landscape Area. He also suggested that China soon provide 1,000 scholarships for Vietnamese teachers of Chinese language.
Premier Li affirmed his readiness to deepen practical cooperation with Vietnam and develop the comprehensive strategic cooperative partnership, saying that China will further open the market for Vietnamese goods, especially Vietnamese agricultural and aquatic products and high-quality fruits. He pledged favorable conditions for quarantine and customs clearance of goods, and coordination to address institutional and policy problems so that the two countries' trade relations continue to grow sustainably.
He suggested that the two sides strengthen strategic connections, especially in infrastructure and transportation; ramp up cooperation in economics-trade and investment, especially in manufacturing, agriculture, maintaining supply chains and production chains; vocational training; and expand financial and monetary cooperation.
Prime Minister Chinh proposed that the two sides strictly implement the high-level common perception and "Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China"; respect international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), respect each other's legitimate rights and interests; promote the effectiveness of negotiation mechanisms on maritime issues; adequately handle the issue of fishing boats; and well control the situation at sea.
The Vietnamese Prime Minister reiterated the consistent policy of persevering with the "One China" policy and supporting China in leveraging its increasingly important and active role in the region and the wider world.
