To begin with, Prime Minister Chinh and delegates observed a minute of silence commemorating the victims killed by the powerful storm.

The Prime Minister said that Typhoon Yagi took a heavy toll on the lives and property of people and the country. In times of difficulty, everyone needs a fulcrum, according to PM Chinh, Vietnam has strong fulcrums, which are the great national solidarity; the Party's people-centered leadership; historical tradition, mutual affection; the power of the people; the army and police’s dedications to the people, and the nation’s spirit of self-reliance.

“In each of us, when facing difficulty and complexity, the more pressure we have, the more we strive to rise up. That is the spirit of self-reliance of each person to overcome their own limits," he said.
