In his address, Prime Minister Chinh said Vietnam identifies climate change adaptation in deltas as not only an urgent and objective requirement but also a historic mission. Vietnam has been closely coordinating with countries and regions in implementing the dual goal of contributing to world food security and reducing greenhouse gas emissions.

The Prime Minister called for long-term inter-regional and inter-sectoral planning, shifting from passive response to flexible adaptation to climate change; taking people and businesses as the center and player, creating jobs, ensuring livelihoods for people; promoting indigenous knowledge associated with the application of scientific and technological achievements, digital transformation, and artificial intelligence. He also proposed more effective international cooperation in the global delta network, focusing on technology transfer, information sharing, and experience sharing. Vietnam is determined to go forward with "three readiness" steps, PM Chinh said, adding “First, be ready to share management experience and initiatives for development. Second, participate in regional and global cooperation mechanisms for the deltas. Third, be ready to contribute to global efforts to flexibly adapt to climate change and other adverse impacts."
The Vietnamese Prime Minister called for solidarity and cooperation in both vision and action in protecting the river and the delta region.
