At the talk, Prime Minister Phuc pledged favorable conditions for foreign investors: “We have been working to build an open and transparent environment for both Vietnamese and foreigners businesses, considering investors’ successes as ours. Our clear direction is to build a facilitating, incorruptible government who acts aggressively and serves the people and businesses. Efforts should be made to fine-tune institutions and speed up administrative reforms to improve competitiveness. Now it takes less than five days to be granted. We will work to remove difficulties for enterprises, develop businesses, and boost start-ups.”

Mr. Phuc said Vietnam has engaged in 12 free trade agreements and is negotiating other 4 deals, enabling Chinese investors to access vast markets. He made clear Vietnam’s refusal of backward technologies for environmental protection. He praised Chinese investors’ technological capacity, saying that Vietnam hopes to receive such advanced technologies.

The same day, he visited Nanning Yucai School which was established in 1951 on the outskirts of Nanning city, Guangxi. The school offered training for Vietnamese revolutionary cadres. The Chinese constructed the school and provided advice and logistics services while the Vietnamese side was in charge of management and training.

In 1954, the school was moved to the western campus of the Guangxi University.

During its existence, the school trained about 7,000 cadres, teachers, and students, many of whom then became high-ranking officials of Vietnam. PM Phuc also visited a role model farm in Guangxi later in the day.
