Speaking to reporters, executive director of the National Disaster Risk Reduction and Management Council, Eduardo del Rosario explained that it will take that long because Filipino President Benigno Aquino does not want to merely repair the damage but to built new infrastructure which can better withstand storms  in the future. Super typhoon Haiyan killed more than 5,600 people and nearly 1,800 people are still reported missing. The total economic damage is about 270 million USD.
