Earlier on the day, Mr. To Lam met with Prime Minister Alexander Turchin, Speaker of the Council of the Republic of the National Assembly (Upper House) Natalya Kochanova, Chairman of the House of Representatives of NA (Lower House) Igor Sergeyenko, and leaders of some political parties of Belarus. He attended the Vietnam–Belarus Business Forum and toured the Minsk Tractor Works (MTZ).
The two sides agreed to elevate bilateral relations to a new stage in the new era of development with concrete measures. With the spirit of the Vietnam–Belarus Strategic Partnership, the leaders agreed to increase exchanges at all levels through Party, State, parliamentary, and people-to-people channels. They also committed to enhancing the effectiveness of existing cooperation mechanisms and exploring new forms of collaboration among ministries, sectors, and localities. Both countries Belarus expressed their willingness to bolster defence and security cooperation, particularly in defence industry and training of military personnel and experts.

Regarding parliamentary and party-to-party cooperation, the two sides agreed to enhance delegation exchanges through the National Assembly and Party channels, strengthen oversight of signed documents, and promote the exchange of information and experience in Party affairs, legislation, and parliamentary activities.
They also agreed to boost exchanges between specialized committees, friendship parliamentarian groups, and young parliamentarians, support each other at multilateral party and inter-parliamentary forums such as the Inter-Parliamentary Union (IPU), and work towards joint initiatives at international parliamentary forums.
Also on May 12, Party General Secretary Tô Lam met with Belarusian Prime Minister Aleksandr Turchin. They agreed that the bilateral relationship is entering a new phase of opportunity, and emphasized the need to build on the traditional foundation to further expand practical and effective cooperation. Both sides affirmed their continued close cooperation at regional and international forums, jointly supporting the fundamental principles of international law, and making active contributions to maintaining peace, stability, cooperation, and development in the region and the world.
