Party Central Committee reaches broad consensus on key issues ahead of National Party Congress

(VOVWORLD) - The Party Central Committee unanimously assessed that 40 years of Doi Moi (renewal), including the outstanding contributions of the 13th Party Congress term, is the result of relentless and resolute efforts and a crystallized product of the national willpower of the Party, State, and people, Party General Secretary To Lam said.

General Secretary Lam delivered remarks at the closing session of the two-day 15th plenum of the 13th Central Committee of the Communist Party of Vietnam on Tuesday in Hanoi.

He said valuable lessons of high theoretical significance have been drawn, providing practical guidance for the nation's revolutionary cause in the new era.

The participants held lively and thorough discussions and unanimously approved the 13th Party Central Committee’s draft report on the documents submitted to the 14th National Party Congress, especially the Political Report and the Action Program for implementing the Resolution of the Congress. The Party Central Committee determined strategic breakthroughs in the new revolutionary stage, according to Party leader To Lam.

“This involves a strong breakthrough in institutional development; greater decentralization and delegation of power; breakthroughs in science, technology, innovation, and digital transformation; and development of new production capacities and new models and methods of production and business.” he noted.

The General Secretary said a focus must be placed on structural transformation; developing high-quality, highly skilled human resources, and valuing talent; vigorously reforming personnel management, incentivizing and protecting dynamic, creative cadres who dare to think, dare to act, dare to take responsibility, and dare to sacrifice for the common good. “It is crucial to continue to comprehensively improve and make strong breakthroughs in socio-economic infrastructure, especially transportation, technology, and energy infrastructure.”

The Party Central Committee unanimously approved the report on Party personnel affairs to be submitted to the 14th National Party Congress, and voted with a high level of concurrence to approve the nominees to the 14th Party Central Committee, the Politburo, the Secretariat, and the key leadership positions of the Party and the State for the 2026-2031 tenure. They will be submitted to the 14th National Party Congress for consideration, decision, and election in accordance with the Party Statute and regulations.

The Party Central Committee thoroughly discussed the preparations for and the successful organization of the 14th National Party Congress and assigned the Politburo to continue fine-tuning the preparatory work to make sure the Congress will be a success.

General Secretary Lam said that the 14th National Party Congress is a momentous political event of the Party and the nation and a historical milestone of the country in the Ho Chi Minh era, marking the convergence of the nation's thousand-year-old cultural traditions to rise up in the new era.

“I call on the Party Central Committee members and all Party members to continue to uphold the spirit and responsibility of Party members, seriously implement and lead the effective implementation of the 15th plenum’s Resolution. Focus on doing well in regular work, and urgently carry out the remaining tasks of organizational work so that the 14th National Party Congress will be a success as planned,” he said.

On behalf of those entrusted with nominations to the Party Central Committee and key leadership positions for the next tenure for consideration and decision by the 14th National Party Congress, the General Secretary expressed gratitude to the Party Central Committee, the Politburo, and the Secretariat for their trust and assignment of tasks.

He reiterated the determination to continue working in unity and with a high sense of responsibility and effectiveness, living up to the expectations of the Party and the people.
