Participants observed a minute of silence in memory of residents, officers, and soldiers who were killed by Typhoon Yagi and its aftermath in northern cities and provinces. They also raised fund in support of those affected by the natural disasters.
In his opening speech, the top Vietnamese leader stressed that the session was held at a special time following Party General Secretary Nguyen Phu Trong passing and the recent typhoon causing huge human and property losses to northern localities.

The session will last shorter than originally scheduled and will focus on 10 contents of the two groups of strategic matters, as well as a number of specific issues, according to the top leader.
Regarding the 14th National Party Congress, he said that it marks the country’s entering into a new era, which will be one of national advancement, asking each member of the committee and its Secretariat and Politburo to maximize their intellect and raise the sense of responsibility.
The State leader emphasized that the successful implementation of the Resolution of the 13th National Party Congress is the highest target of the entire Party, people, and army for 2025. This will serve as a foundation for the fulfillment of strategic goals marking the centennial of the Communist Party of Vietnam (CPV) (February 3, 1930 - 2030) towards 100 years since the establishment of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (September 2, 1945 - 2045).
These goals must be done with the highest determination, the greatest efforts, and drastic actions with the most effective solutions possible, he said, noting that it is the responsibility of the Party before the people, the history, and international friends, whilst it is also an opportunity for the Party to prove its leadership, ruling capacity, and combat capacity.
Therefore, it is a must to maximize all resources and measures to fulfil the objectives, he stressed.
He assessed that the 2025 socio-economic development plan, which devises major targets, tasks, and solutions for the year, will be tabled for discussion.
For documents to be submitted to the 14th National Party Congress, he highlighted a political report, one reviewing the 40 years of Doi Moi (Renewal) one on socio-economic development, as well as another on Party building and the implementation of the Party Charter. He also asked the committee to analyze strategic breakthroughs for the next tenure, as well as strategic orientations and solutions.
General Secretary and State President To Lam stressed the need for personnel preparation ahead of the 14th congress as a crucial and key task to the implementation of the Party’s policies and guidelines to drive the nation into the new era, expressing confidence that the committee will competently perform the work.
For Party building and Party Charter implementation, he urged the committee to evaluate its achievements as well as limitations, while putting forth proposals to better the work in the 14th tenure.
