More than 14,000 people randomly selected from all 63 cities and provinces nationwide were interviewed for the report. Ben Tre, Dong Thap, and Quang Ninh province obtain the highest scores.

"The 2019 PAPI report contains many findings. Over the two government term, from 2011 – 2019, provincial government performance has gradually improved. The average provincial scores on the six additional dimensions have increased from 34.5 points from 2011 to 37.4 points in 2019," said Caitlin Wiesen, UNDP Resident Representative in Vietnam. 

"All provinces have seen positive annual improvement. In particular, we have seen the most significant improvements in the area of controlled corruption which is most strongly correlated with overall citizen satisfaction and transparency in local decision making."

"This is the testament to the strong commitment of central and local leaders to improve governance," she said.

Since 2009, the voices of more than  13,000 citizens have been reflected in the annual PAPI reports, providing a rich bank of findings for decision-makers at a crucial time while they decide the socio-economic development strategy for the coming decade and are now addressing the recent global health and economic crises caused by the pandemic.
