A daily report of OSCE observers released Wednesday said that the number of truce violations in Donbass has decreased by half. OSCE Chairperson-in-Office, Serbian Foreign Minister Ivica Dacic, said the Ukraine ceasefire, though fragile, is mostly holding.
Despite the OSCE’s neutral and objective assessment, US Secretary of State John Kerry accused Russia and the separatists in eastern Ukraine of violating the ceasefire and threatened Russia with serious sanctions if it does not abide by the Minsk agreement.
