Korean Central News Agency reported that the proposal was delivered in a public letter to South Korean authorities, calling for a meeting around the middle of August in either, Pyongyang or the border city of Kaesong with political parties, groups, and authorities from North Korea, South Korea, and other countries. North Korea also called for expert level communications to discuss the formation of a preparatory committee for the conference.

After the 7th Congress of North Korean Workers’ Party in May, Pyongyang has asked Seoul for several times to conduct negotiations, but the offer has been rejected. South Korea said North Korea is insincere, adding that it must re-commit to abandoning nuclear weapons before resuming any discussion.
