Kim denounced North Korea’s recent moves, saying Pyongyang intended to leverage its nuclear weapons capabilities to build closer relationships with China and Russia.

Kim urged the international community to closely cooperate in blocking Pyongyang from illegally earning foreign currencies through overseas labor and illicit cyber activities.
