Themed "Golden age of the ancient capital", the opening program involved a special moving stage with rotating and sliding platforms and 3D mapping projectors. The performances included presentations of the ancient costumes worn in each historical period.

Pham Quang Ngoc, Chairman of the People's Committee of Ninh Binh province, said, “This year's festival reflects Ninh Binh's determination to develop its cultural industry, entertainment industry, and heritage economy, and preserve the cultural heritage of the ancient capital of Hoa Lu.”

“It aims to promote cultural exchanges between provinces and cities nationwide and internationally, create unique tourist attractions, and promote peace, cooperation, and development,” Ngoc noted.
