The reports said that the number of disputes has decreased but remained complicated and mainly related to land issue. The government report stressed the need to hold more regular meeting with the people, listen to their problems, and improve the qualification and skills of personnel. The People’s Committees were urged to promptly deal with the people’s concerns at grassroots level and prevent crowds from lodging complaints directly to central level.
