The new Law, which consists of 14 chapters and 190 articles, also contains an additional 6 chapters and 44 articles compared to the current law. The bill defines land use and zoning issues at the central, provincial and regional levels, to avoid incoherent planning, save on costs, and cut the time it takes to zone off land, especially at communal level. According to the bill, the government will take back land in line with its plans on land use, compensation, and resettlement support. National Assembly Chairman Nguyen Sinh Hung spoke at the session: “Taking back land must always be based on approved plans, which are usually for projects to build roads and residential areas. When we haven’t been able to solve resettlement, housing, and employment issues for people, we repossess the land.” The National Assembly’s Standing Committee agreed with the regulation to allocate agricultural land to individuals and households for 50 years.
