National Assembly deputies acknowledged the political system's efforts to fight COVID-19 and the Government’s shift from zero-COVID to safe and flexible adaptation.

The coronavirus pandemic has underlined the importance of the grassroots health system and the social security system, they said.  

Bo Thi Xuan Linh, a  deputy for Binh Thuan province, recommended the Government “focus more investment in the health sector. We need to strengthen the grassroots health system against the pandemic in the new normal by investing in facilities, medical equipment, and human resources, and continue the strategy on vaccine diplomacy.”

“The Government should promote the development and transfer of vaccine production technology to ensure vaccine supply and distribution,” said Linh.

Deputies agreed that a decisive factor in Vietnam’s socio-economic recovery will be to quickly get workers back to work.

They said COVID-19 prevention is no longer an immediate task, and called on the Government to create a long-term strategy to strengthen the workforce by offering re-training and career shifting solutions.

Deputy Pham Trong Nghia, representing Lang Son province, underlined the urgent need “to promulgate a strategy for human resource development until 2030 with a vision to 2045 with specific plans to boost cooperation in education, especially in undergraduate and postgraduate study with the world’s best scientific research institutions.”

He said, “During his recent trip to attend the COP26 environment summit, the Prime Minister met with institutions of higher education and witnessed the signing of a memorandum of understanding on education cooperation with a college at the University of Oxford. This is an important event that opens the door for Vietnamese students to study at one of the world's leading universities.”

According to Nghia, “Vietnam also needs to develop stronger vocational training for workers to master advanced machinery. In the globalization process, human resources are a country’s most valuable asset.”

Lawmakers asked the Government to administer fiscal and monetary policies flexibly, restructure public investment capital, and tightly manage budget expenditures.
