The target groups that receive gifts include Vietnamese Heroic Mothers; War invalids and policy beneficiaries such as class-B war invalids and wounded soldiers and sick soldiers with an injury rate of 81% or more who are enjoying monthly preferential allowances; Fighters infected with toxic chemicals with an injury rate of 81% or more who are enjoying monthly preferential allowances; Martyr's relatives enjoying the monthly bereavement benefits; and Relatives of two or more martyrs who are enjoying a monthly bereavement benefits.
