In his closing remarks, Mr. Lam said the scheme must adhere to the guidelines of the Party as well as the resolutions of the Party Central Committee, Politburo, and Secretariat, particularly the Politburo’s Resolution No. 31 on orientations and tasks for developing HCM City by 2030, with a vision to 2045. It must also comply with legal regulations, especially the Law on Planning, while being consistent with the master plans of the country, the southeastern region, and sectors.
The top leader demanded that the plan also clearly demonstrate the particularly important role and position of HCM City as Vietnam’s center of economics, culture, education-training, and science and technology with global competitiveness.
He stressed that it is necessary to optimize land, water surface, underground, and air spaces; rationally arrange urban, service, industrial, and rural spaces; and develop modern means of transport that match the status of a global city in the future. Mr. Lam also underlined the importance of balancing economic and cultural development and putting people at the centre of development.
