The Resolution on special mechanisms and policies to create breakthroughs in law making and enforcement will take effect from July 1, 2025. The Resolution on special mechanisms and policies to develop the private economy will take effect from May 17.
Minister of Finance Nguyen Van Thang said, “The Government directed the review and study of the viewpoints, policies, tasks and solutions stated in Resolution 68, and reviewed the system of current legal documents as well as the laws being revised and submitted to the ongoing 9th session of the 15th National Assembly. A number of mechanisms and policies with clear content, specific answers, urgency, and great impact on the confidence in production and business of the private economic sector are institutionalized right in this Resolution."
The resolution stipulates that enterprises eligible for support will enjoy a minimum reduction of 30% of land rental fees within the first five years. It also stipulates exemption from corporate income tax for two years and a 50% cut in tax payable for the next four years for income from innovative start-up activities.
