Deputy Pham Thi Kieu spoke highly of the proposal to basically exempt hospital fees within the scope of health insurance benefits by 2030. 

“This is a historic step that will help reduce out-of-pocket expenses for the people and reinforce social security,” she said. 

Deputy Dang Bich Ngoc recommended that the draft Resolution include breakthrough and specific policies on training, nurturing, and attracting doctors to work in mountainous, remote, isolated, and border areas.

“To achieve breakthroughs, special regional policies are needed to attract healthcare personnel while mechanisms for training and professional development should be established, with a focus on developing local human resources, especially from ethnic minority communities,” she said.

Hands-on, mentor-based training programs for medical staff in remote, mountainous, disadvantaged, and ethnic minority inhabited areas are also a good option, Ms. Ngoc added.
