The Joint Statement reviewed 75 years of bilateral relations across all fields, affirming that the accumulated achievements serve as a solid foundation and driving force for both sides to further consolidate, expand, and deepen the Comprehensive Strategic Partnership in a substantive and effective manner, setting a model for cooperation in the new era.
Based on these achievements, the two sides are determined to elevate the Vietnam-Russia Comprehensive Strategic Partnership to a new height. Bilaterally, both sides reiterated that defense and security cooperation remains a key pillar of the Comprehensive Strategic Partnership. They emphasized the need to fully leverage potentials and opportunities to promote economic and trade cooperation, expand and diversify mutual investments, and facilitate business partnerships in areas such as mineral exploitation and processing, industry, agriculture, machinery manufacturing, energy, science and technology, digital transformation, information technology, and oil and gas.
Both countries agreed to accelerate negotiations and sign intergovernmental agreements on nuclear power plant construction in Vietnam. The two sides will enhance cooperation in education, training, and high-quality human resource development, including the promotion and teaching of Vietnamese in Russia and Russian in Vietnam.
On international issues, the two sides reaffirmed their commitment to jointly addressing traditional and non-traditional security challenges, enhancing collaboration against international terrorism and its financing, supporting global arms control, disarmament, non-proliferation of weapons of mass destruction, and implementing climate change response measures.
They agreed to coordinate to ensure maritime, aviation, and trade security, support the practice of restraint, not to use or threat to use force, and promote peaceful settlement of disputes in accordance with the UN Charter and international law.
Russia reiterated its support for the full and effective implementation of the 2002 Declaration on the Conduct of Parties in the East Sea (DOC) and welcomed efforts toward an effective and substantive Code of Conduct (COC) in line with international law, including the 1982 UNCLOS.
Russia acknowledged Vietnam's balanced and objective stance on the Ukraine issue and the need to settle disputes by peaceful means in line with international law and the principles of the UN Charter, welcoming Vietnam’s readiness to contribute to international efforts to seek a solution to a sustainable peace in Ukraine.
Both sides believe that effective implementation of the major orientations laid out in the Joint Statement will further strengthen the traditional friendship and provide powerful new momentum for advancing and elevating the Vietnam–Russia Comprehensive Strategic Partnership in the new historical period.
