Iraq's cabinet approved Al-Abadi's seven-point plan in response to weeks of protests against corruption and poor services.

According to Al-Abadi's office, the plan will require the cut of several ministries and agencies to improve the government’s performance and reduce public spending. It also reduces the number of personal bodyguards for officials and transfers that responsibility to the interior and defense ministries.

The plan also calls for combating endemic corruption in Iraq's political system, in which many senior appointments are determined by party patronage and sectarian loyalties.
