The report studies the current development frameworks and policies for science, technology, and innovation, analyzes obstacles against businesses’ innovation, and proposes a roadmap for comprehensive reform to promote growth.

The report recommends that Vietnam should rebalance its STI policies, switching its resource focus from the creation of advanced technologies to the adoption and diffusion of existing technologies among businesses.

It provides tools to evaluate the current situation and impacts on both technological advancements and innovation for Vietnam’s economic growth. By applying economic models to the database of technological application by Vietnamese businesses, the report found that technology has played an increasing role in Vietnam’s economic growth from 2016- 2019.
