Republican leaders failed to rally enough support to pass the bill in the House. Both conservative and moderate Republicans are insisting on changes.

Republican Mark Meadows, chairman of the hard-line conservative caucus, said no agreement was reached in negotiations with President Trump, who needs to sway another 30 or 40 votes.
