Delegates agreed not to organize a people’s council at the commune level in the 2021-2026 term nor at the township level in the 2026-2031 term.

Secretary of the Hanoi Party Committee Hoang Trung Hai said the committee will collect more opinions from ministries, agencies and experts before it sends the plan to the Party Politburo.

"Our goal is to build a feasible and effective model. This requires greater efforts to streamline apparatus."
