Russia's Interfax news agency quoted a Russian embassy official in Tehran as saying Iran had approved all of Moscow's requests on flights delivering humanitarian aid to Syria.
Earlier, the Bulgarian Foreign Ministry said it may open its airspace to Russian military transports ferrying relief supplies to Syria following a thorough check of their cargo by Bulgarian customs officials.
The decision was made to ease concerns that Moscow was ramping up its military support to Syria. Russia announced that it will use other routes to deliver humanitarian aid to Syria.
