General Secretary Lam said the Congress is taking place at a historically significant moment which poses the following demands: to face the truth squarely and assess the situation accurately; to be determined to renew thinking, improve institutions, and enhance national governance capacity; and to act strongly, decisively, and effectively for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing toward socialism.
According to the General Secretary, in the set of draft documents submitted to the Congress, the draft Political Report consolidates three reports – the Political Report, the Socio-Economic Report, and the Report Summarizing Party Building Work – into one comprehensive, focused, concise, easy-to-understand, easy-to-remember, and easy-to-implement report.
The Action Program for the Resolution of this Congress is a breakthrough compared to previous Congresses, clearly specifying the "subjects, roadmap, resources, and goals" needed to implement the Resolution. The documents set forth the requirements for action – words must match deeds; goals, tasks, and solutions must be clearly defined; responsibility must be linked to results; breakthroughs must be sustainable; and discipline in implementation must lead to the satisfaction of the people.
Emphasizing that the documents were drafted in a spirit of openness, science, and action, General Secretary Lam outlined five core points including being absolutely loyal to the Party's guidelines and Platform; creatively applying and developing Marxism-Leninism and Ho Chi Minh’s Thought; and inheriting and promoting the thousand-year-old cultural traditions of the nation, and the achievements and wisdom of the entire Party, people, and army on the path of national construction and defense.
“These documents were developed based on the principle of adhering closely to reality, respecting objective laws, embodying collective wisdom, and honestly reflecting the wishes and aspirations of the people. Every assessment, every goal, and every solution has been carefully studied and refined, stemming from practical experience. Effectiveness and feasibility were considered essential criteria. The documents clearly demonstrate a strong shift in thinking about development, identifying science, technology, innovation, and digital transformation as the central driving force; modern institutions and high-quality human resources as the foundation; green, sustainable, and efficient development and a circular economy and adaptation to climate change as mandatory requirements; and efficient resource utilization and labor productivity as measures of growth quality.”
According to Party General Secretary To Lam, Vietnam's overall development goals for the 2026-2030 period are to maintain a peaceful and stable environment; achieve rapid and sustainable national development; comprehensively improve and enhance the people's lives; achieve strategic autonomy, self-reliance, self-confidence, and strong progress in the new era; become a developing country with modern industry and upper middle income by 2030; and realize the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam.
“The goal is to achieve an average annual GDP growth rate of 10% or higher for the 2026-2030 period; and a per capita GDP of approximately 8,500 USD by 2030. Vietnam will establish a new growth model based on a knowledge-based economy, digital economy, green economy, and circular economy. The roles of all economic sectors will be fully utilized. The state-owned economy plays a leading role in macroeconomic stability, major balances, strategic orientation, and leadership. The private economy is a most important driving force of the economy. Efforts are being made to create a favorable business environment, ensure property rights and freedom of business, encourage domestic enterprises to grow and become internationally competitive, and bring knowledge and technology into production and business.”
The General Secretary said the Political Report identifies 12 major orientations, 6 key tasks, and 3 strategic breakthroughs to realize Vietnam’s development goals. The Action Program outlines tasks that can be implemented immediately. The spirit is condensed into 8 core contents that embody the requirement of ‘correct selection – quick implementation – thorough accomplishment – result measurement’.
According to the General Secretary, the three strategic breakthroughs identified at the 13th National Party Congress are significant for the entire 2021-2030 period. However, entering the term of the 14th National Party Congress, the requirement is to act resolutely, quickly, and thoroughly, because that is the decisive lever for Vietnam's breakthroughs – in institutions and implementation, in human resources especially high-quality human resources linked to science, technology, and innovation, and in synchronous and modern infrastructure, especially transportation, energy, urban, telecommunications, and digital and data infrastructure.
"These three breakthroughs are interrelated. Institutions pave the way; human resources determine speed and quality; infrastructure creates space and momentum. If we do it synchronously, we will create new momentum and a new stature; if we do it half-heartedly, we will lose opportunities."
Party leader To Lam emphasized that Vietnam is entering a new stage of development supported by the nation’s glorious tradition, the achievements of 96 years under the leadership of the Party, 40 years of reform and the valuable lessons learned, the strength of great national unity, and the people’s heart and mind posture.
"We have every reason to believe that with great ideological unity, resolute action, strict discipline, and putting the people truly at the center, we will turn aspirations into reality and lead the country forward strongly and steadily in the era of national rise toward socialism. Under the glorious flag of the Party, let’s unite our efforts, maintain our faith, uphold our responsibilities, unleash our intellect, and ignite our aspirations to make sure that each year, each month, and each day following the Congress yields concrete results and substantial changes so that the people see, believe, support, accompany, and benefit from them.”
According to General Secretary To Lam, the 14th National Party Congress is a Congress of faith and aspiration, breakthroughs and action, discipline and creativity, and unity and development. The Congress is taking place as the clock ticks down toward 2030, when the Party will celebrate 100 years of struggle, growth, and development.
"Never before has the aspiration for a democratic, prosperous, civilized, and happy Vietnam been closer to us than today, but never before have we faced so many challenges, so many demanding requirements, and so much competitive pressure as we do now. Inheriting a glorious tradition under the glorious flag of the Party, with the unity and joint efforts of the entire Party, the entire people, and the entire army, with the nation’s self-reliance, strength, and aspiration for progress, and with the strategic vision and breakthrough policies outlined in the documents presented to the 14th National Party Congress, we will certainly create a strong and substantive transformation, leading the country to breakthrough development.”
At the Tuesday morning session, Politburo Member and Permanent Member of Party Central Committee’s Secretariat Tran Cam Tu presented a report reviewing the leadership and direction of the 13th Party Central Committee.
