Speaking at a working session with the provincial Party Committee on Tuesday, the Party leader stressed that the top priority for Quang Ninh is to implement the Resolution of the 14th National Party Congress through a clear and effective action program that identifies the “subject – roadmap – resources – destination.”

The program should focus on data-driven development governance; a green and digital marine economy; cross-border economic cooperation; and high-quality tourism.

General Secretary Lam called on Quang Ninh to continue affirming its pioneering role by proactively proposing solutions and taking action; boldly implementing special mechanisms in land, finance, investment, science and technology, the marine economy, the border economy, and the urban economy. 

“Authorities at all levels must truly shift from ‘management’ to ‘facilitation and service,’ taking service effectiveness and development quality as key benchmarks, while accelerating administrative reform, digitalization, transparency, and data-based governance, analysis, and forecasting. Discipline in implementation and responsibility tied to outcomes must be regarded as mandatory requirements,” he said. 

The Party leader also asked the province to place science and technology, digital transformation, the green economy, and a modern marine economy at the core of development, built on a foundation of high-quality human resources.

Quang Ninh should position itself as a regional hub for high-quality talent and develop a comprehensive training ecosystem, he added.
