President of the European Council Donald Tusk said "EU28 leaders have agreed on conclusions, including on migration."  Polish Prime Minister Mateusz Morawiecki said the deal includes provisions on voluntary reception of migrants in EU and reform of the refugee system. Ms. Merkel said it was a good sign that EU leaders agreed on migration, but acknowledged that deep divisions remained among member states. EU leaders also agreed on the need to effectively control the borderlines outside the EU and strengthen deportation of illegal immigrants.
