In his opening remarks, Prime Minister Chinh, who is also chairman of the Central Council for Emulation and Commendation, cited countless difficulties the country has faced over the past five years. However, under the leadership of the Party, the involvement of the entire political system, the support of the people and business, and the cooperation and assistance of international friends, Vietnam has overcome "headwinds" and achieved major accomplishments.

“Among the country's achievements, the patriotic emulation movements of the past five years have made a positive contribution and created miracles and remarkable milestones," PM Chinh said.
"Examples include the special emulation movement "The whole country unites, works together, and wholeheartedly competes to prevent, control, and overcome the COVID-19 pandemic", the emulation movement "Developing coordinated and modern infrastructure, practicing thrift and combating waste." The movement to eliminate substandard houses in 2025; the "500 days and nights to complete 3,000 km of expressways" campaign; the "Digital Literacy Movement"; and the “Quang Trung Campaign” to rapidly repair or rebuild houses for people impacted by recent natural disasters,” according to the PM.

In his keynote address at the Congress, Party General Secretary To Lam said that among the more than 2,000 delegates present, many are national heroes, exemplary individuals nominated from the grassroots. He urged all levels, sectors, units, localities, families, and individuals to do even better in identifying, nurturing, and replicating exemplary models.
“In the new revolutionary era, patriotic emulation must become a dynamic ecosystem so that all correct policies are transformed into practical actions. Political tasks are transformed into a sense of responsibility, specific work, and clear goals, so that all citizens see themselves as subjects of development, builders of the future, and beneficiaries of the fruits of labor and creativity,” Mr. Lam said.

The General Secretary proposed that the future patriotic emulation movement focus on nine major orientations. They include emulation closely adhering to political tasks and specific goals and taking results in serving the people as a measure of success. Every level must consider fulfilling tasks and serving the people better as a responsibility and honor, he said, adding emulation should focus on innovation, sci-tech development, and digital transformation.
The Party leader stressed emulation to build a professional, honest, and modern administration, uphold discipline, order, and exemplary responsibility, develop culture, education, health, and social welfare, improve the quality of life, and build the Vietnamese people of the new era.

At the Congress, Prime Minister Pham Minh Chinh launched the patriotic emulation movement for the period 2026-2030 with the theme "Emulation for innovation, creativity, acceleration, and breakthroughs to steer the country into an era of prosperous, thriving, civilized, and happy development".
Party General Secretary To Lam and President Luong Cuong awarded the Hero title to 17 collectives and individuals.
