Mr. Long said the draft law eliminates the requirement for organizations to register scientific and technological activities. This change aims to promote science and technology by allowing organizations to engage in such activities freely.

The draft law introduces criteria for identifying talented individuals in science, technology, and innovation, and mechanisms for attracting and incentivizing them. For the first time, innovation has been recognized as being on an equal footing with science and technology.
